You could try booting to DOS (using a bootable floppy disk, e.g. from http://www.bootdisk.com), and then delete the contents of the folder
C:\RECYCLED manually.
As that folder is a hidden folder, DOS utilities won't "see" it. You need to unhide
the folder from the C: prompt in DOS before using the DELETE comand.
