How about if you just right click the Bin and choose "empty recycle bin", without 
opening it? There's not a specific solution for this problem, that I'm aware of.

The previous posters gave you workarounds, but it's hard to say what the problem 
is for sure. When's the last time you did disk maintenance? Install CCleaner as suggested, 
and run it. 

Even though you want to be able to empty the bin, CCleaner is a good app to have 
for cleaning out temp files, etc. Then run scan disk then defrag your drive, if it's 
been awhile. Remove unnecessary applications from startup, then let us know if the 
problem persists.
