What do you mean, the latest updates? No new updates are being put out for 98, as 
of a few years ago.

He didn't get these popups, before the updates were installed? That doesn't sound 
right, unless they picked up a malware infection shortly thereafter. Have they ran 
any malware scans, and what are the name of the programs they use?

Using a HOSTS file (see below) will eliminate popups and other problems. Plus, if 
they're unable or unwilling to use a browser other than IE, IE-Spyads will help some 
security wise.
