W98's "log on" is a farce

I believe that is essentially coincidental to your problem...

:Cannot log on
...and (with the default install,[1]) W98's "security" is meaningless.
The fact that you can Cancel out of it demonstrates this.

W98 ships with TWO "file managers".
I'll assume you're talking about the Win 3.x file manager.
(It really makes little difference.)

You have a task configured as a Startup Task.
If you don't want that, use MSCONFIG to disable it.

Describe what you think "access Windows" means.
(Hint: If you see a *Windoze* app--like File Manager--you ARE in Windoze.)

What do you do **after** you see File Manager?
What do you see **after** you close that unwanted app?

Have you tried the old SCANREG/RESTORE trick?

[1] We are also ASSuMEing that you have been using this box for a long time
and the problem suddenly appeared.  Right?

You HAVE tried to do a scan for infections from Safe Mode.  Right?
