Well it shouldn't run File Manager.
What I would do is as your computer is starting up hold down the Ctrl key untill
you see the DOS menu. Then select Command Prompt Only.
Then type in cd windows and enter then type edit system.ini. This will
use the DOS editor to open this file. Look and the filename that follows
[boot]
shell=Explorer.exe
in mine its Explorer.exe which is normal. It could be Winfile.exe in yours, just
change it and save the file.
Then type in edit win.ini and look if anything is in the
[windows]
run=
If it blank then you should be ok.
Even if I run Winfile when I close it it doesn't shutdown the computer.
Have you done a full virus check and malware/spyware check?
As regards is asking for a password whe it starts up it shouldn't need to really
only the first time you install Win98. If you want to get rid of it asking then while
you are in the Windows folder just type in del *.pwl. This will delete the
file that holds the password info. The next time you start up it will ask you again
for a password. Type nothing in there and just press OK, you won't be asked again

Msconfig allows you to change the files that run when Windows starts up. Just look
in the Startup tab.
