As others have said, install win98 first, not second.

BUT, before trying to install win98 at all, go to the motherboard maker's support 
site and see whether there is a complete set of win98 drivers for all the onboard 
devices.  Ditto for video card and sound card, if separate from motherboard.  

If yes, download all of them and have them ready.  Install win98, boot into sae mode, 
then install the drivers.  

If no, don't expect win98 to work.

As far as RAM is concerned, I recall there being a switch in 98 to limit the RAM 
it used to less than the physical RAM for machines with more than 1Gig.  Try this 
MS solution:

As an alternative to win98 you might consider a modern LINUX distrinbution, which 
will likely install on Vista-compatible hardware.  It will not run win98-type programs 
(except possibly via the WINE emulator), but it also will not have some of XP's restrictions/quirks.
