There are two flavors of windows 98 install cd's: one is an upgrade and the other is a full install. If you are using the upgrade cd then you must have an older OS running on your computer (or else a genuine Microsoft cd with the older OS on it for validation) in order to install. With a full install cd these things don't matter. From your description it's impossible to give a meaningful answer to your problem, but there is one thing to keep in mind: if you are using a pirated cd it may never install.
