Radeon 7000 not allowing hardware acceleration

Hi after research on the net, I have found my radeon was made by jetway. Hence I downloaded the drivers from them. I have also tried the drivers from the ati website. They install perfectly but when I load windows I get a black screen. It appears to crash. If you change the the performance setting ( display properties) to the lowest hence there's no hardware acceleration at all i get to the desktop. why? I tried different versions of drivers/directx and it still doesn't work. Because of this when I install the ATI control pannel it doesn't load and says " can't initialize as no drivers installed". I've also tried upgrading the bios too.
