Windows 98SE can't find my disc drives

Please bear with me, I am a novice.
I have had no trouble copying data from my CD drive (D:) to my CD-burner drive (E:);
that is, until recently. I thought my old D: drive had gone out, so I would just
burn copies from E: to E:. Later I noticed I couldn't access my USB flash drive
(F:) nor my disc drive (A:).
What is happening?
