I have this problem numerous times, and this nearly always solves it. Go into the device manager, expand the display adaptors. Click on the one listed and then click remove. Then expand monitors, click on the monitor and click remove. You will need to restart the computer, when you do, Windows should automatically detect the necessary drivers and install them. Then you should be able to change the display settings. I know this may sound drastic, but the worst that can happen is it will go back to how it was before, i.e. 16 colours.
