You are trying to use an *upgrade* CD with a wiped HDD.
Microsoft didn't get its full pound of flesh from you
so his requires the magical incantation.

#5 contains the correct "solution", but his technique is crap
(not to mention poorly-formatted).
The "file" should be a zero-byte "file"--i.e. a DIRECTORY.
#11 has the proper methodology.
#14 has the URL of the original page, which has a few more details.
