Nope. Both of you are blowing smoke.
This is happening during POST.
It has NOTHING to do with the operating system.
It would still happen if the operating system was wiped off the HDD.
It would happen if there was no bootable diskette in the floppy drive.
Neither of you knows enough about computers to be advising on this.
C K says it indicates an impending failure
but I have seen computers that did this their entire (long) lives.
