Can't open control panel programs or desktop

Hi~~my situation is when i try to download files they start blinking and I have to
shut down to elimate it! So I never am able to download and this happened on another
PC I once used......Is it me or does this happen to others........Then theres the
control panel programs that say (Access to the specified device path or file is
denied)
Then on the desktop shortcuts as well as other files or folders etc. the (C:\WINDOWS\RUNDLL32.EXE
is not a valid WIN32 application) comes up.......I will appreciate all help and I
thank you ahead of time.....I have Windows98SE and wish for a Millinniun or XP some
day but till then.......I'm looking for a good used one anyone know where I can get
one reasonable or is this against Annoyances rules? I hope not but if so I apologize........Spanky
