Error starting Windows Security Server

I have a relatively old piece of software that uses a parallel port dongle for copy protection. Note that this post is NOT about breaking copy protection. The software was written for Windows 3.11. The drivers for the dongle assume that they have full control over the LPT port. I am trying to run this software on an old Windows 98 machine. The software runs intermittently, but most of the time it fails at startup with the message "Error starting Windows Security Server" which comes from the dongle driver. It appears that Windows "owns" the LTP port and won't release it to the driver. Running the dongle driver by itself sometimes produces an error message to this effect, along with a dialog that lets me choose to hand control of the LPT port over to the dongle driver. Is there some way of configuring the LTP port in Windows 98 to force Windows to give control of LPT1 to the dongle driver?
