It doesn't appear to be a good description of what is happening.

A good idea would be to have Format.com and Fdisk.exe on this boot disk. Format.com
will format the drive and check for any bad sectors. Fdisk will remove or add partitions.

You don't download Windows you have to have a Win98SE CD.
So you have tried to install Win98SE?
