Some (many?) Windows Install CDs are not bootable.
In that case, you usually have to boot to the floppy.
It sounds like you have DOS installed on the HDD.
That COULD be good; if, however, the install process fails,
it would be a Good Thing(tm) to be able to boot to a floppy.
I suggest you assure that you can
do that before proceeding.

This is a Clean Install(tm) procedure that doesn't suck too bad:

"Boot from"[2] on that page should read "Boot to".
It sounds like **you** can skip past FDISK and FORMAT.
[1] Often (erroneously)
called "BIOS".
[2] I blame this on M$. Microsoft SUCKS.
