You have a bunch of separate problems and you run them together.
"they start blinking"????? The only plural noun before that is "files". I don't
know how a file can start blinking.
With what are you downloading files? A browser? A download manager? A media player?
An anti-malware program trying to get an update? If it was a browser then which
one? What item on what part of the screen starts blinking? What were you trying
to download? How big was it? Do you connect by dialup or broadband?
The only time I've had trouble with files that refused to download it was anti-malware
programs and there was malware intentionally interfering with them.
I have no idea what you are doing with the Control Panel. Your description is too
vague to be useful.
If RUNDLL32.EXE has been corrupted then a fresh copy can be extracted from Win98_46.CAB.
You seem to have a variety of problems. Have someone run antivirus and antispyware
programs on your computer. If that wasn't the problem then if you have the product
disks, have someone reload Win98 for you.
As for a newer computer, cheap, I'll say "eBay"and save Gewg the trouble of saying
it.
