Keith mentioned the **CD-or-floppy-drive (but not both at the same time)** thing.
I'll assume that he is correct.

Keith also assumed that your CD media is bootable. It might not be.
It is possible that your CD drive isn't bootable either (I haven't checked).
Keith did mention CMOS Setup
(and, like 99% of the people who talk about it, incorrectly called it "BIOS").
Getting access to the CD drive does not sound like your problem, however.
Make sure that you can read files from a CD that is inserted into it.
Verify for us that you can copy a file
from a CD to the hard drive.
See also "copy the install CD" (below).
Here are my suggestions:
I STRONGLY suggest that you make sure
that you have a W98 (or WinME) bootable floppy
and that you verify that it works BEFORE YOU PROCEED.
Otherwise, you may end up with a computer-shaped doorstop.
The BIG thing that Keith neglected to ask is
Do you have a Windows Product Key for the W98 CD?
Again: A doorstop.

If it was me and I had the hard disk space to spare,
I would make a new directory called C:\Win98-CD
and copy the install CD there.

Now it sounds like the install media
is damaged.
You might try to VERY GENTLY clean it.

Another thing that you haven't mentioned is how much RAM is in this computer.
It could be that all of the RAM is being used to run Windows 95
which (if I am correct about skimpy RAM resources)
would, at best, make the process *very* slow.
If the computer doesn't have at least 128MB of RAM, get more--or forget about W98.
