CMOS Setup is merely a part of the BIOS software and both terminologies are accepted.
CMOS holds the values used by the BIOS. Without BIOS it is simply inaccessible memory.
Without CMOS memory, BIOS becomes rigid -- hardware changes are much more difficult.

Basically, you use the BIOS (software) to change the CMOS (memory).
