Can NOT reboot

I'm using the HD from my (dead) Inspiron 600m on a Sony PCG-GRV550 laptop. After Win98se re-detected everything, i noticed it will NOT do a soft reboot (i.e. choosing Shut Down--> Restart computer) However, if i hold the SHIFT key while i do the above, it does goes to DOS saying "Windows is now restarting..." Ironically, it shuts down fine. I know it's not a serious problem, but it's still an annoyance, nonetheless. Any idea what's causing this? Thanks in advance.
