Really BAD idea.

I'm not sure *exactly* what you mean,
but if you start using a download manager,
cache of http://en.wikipedia.org/wiki/Download_manager[1]
your world instantly gets MUCH less irritating.
GetRight (payware) is the gold standard--but there are scads of them (even free):
cache of http://plugindoc.mozdev.org/windows4.html
(The second step to less irritation is to stop
going to microsoft.com for downloads.)

Here's a crazy idea: DO THE UPDATES. (Maybe *that* will stop the crashing.)
Simply
1) Download ALL the Win98 update files (NOT
from microsoft.com).

Note download manager (above)
--which even will allow you to download them easily (even in the wee hours)
and especially if you have some limitations WRT 'Net access / bandwidth.
2) Burn the download to a CD.
3) Install the updates from the CD.
4) Store the CD carefully--in a light-tight package.
(Now you'll never have to jump thru *that* hoop again.)
...and you'll never need to use Internet Exploder again.
(The third step to less irritation is to get yourself a MODERN browser.)
[1] Note that what Gecko (Firefox, SeaMonkey...) calls a "download manager"
IS NOT. There in no weaker part of that package than *that* faux PoS.
[2] DNA really should have said "install 9x and/or update" there.
