Christel,

First, go to Start>find>files or folders, in the NAMED: window type the file name 
(msxml3.dll); in LOOK IN, select C:  Click Find Now.

The file should be in C:\Windows\System.  Size 1,096kb
Record what you find.

If you stopped at System Tools, you didn't go far enough.

Click on, System Tools, Click on "SYSTEM INFORMATION. Find the Tools Tab. It's at 
the Top of the System Information Dialog Box, it is a drop down Menu. Click on it 
and select IE Repair Tool.

This may be exactly the same as ADD/Remove IE Repair, I don't know. I use this version 
because it works.

Everything I can find points to IE Repair for this particular error.  Could be a 
corrupted .dll file.

If you have a copy of IE6 SP1 on a CD you could try uninstall/reinstall.  

Have you been to Windows Update lately?  Yes, it still works for Win98SE. 

The only other thing I can think of would be to run System File Checker From the 
same Drop down menu on the System Information Dialog Box. Or type SFC in a run box 
to access SFC

I hesitate to recommend this because it can be very, very tedious and is sometimes 
difficult to figure out what to do.

Below is a link for an explanation of how to use System File Checker.  It is helpful 
but incomplete. If you try SFC and find that you don't know what to do with a result, 
check the IGNORE button. No changes will be made. Be patient, this will take some 
time.

Try Windows Update to see if you've missed an update, then consider uninstall/reinstall. 
Be sure to restart your computer when you finish any of these Processes.
