Cannot increase monitor screen resolution

I cannot increase the screen resolution from 16 colors and 640 x 480 res to 256 colors and 800 x 600 res or anything higher even though Windows and Dell bootup splash screens appear to be in high res. Diagnostic programs show nothing wrong with adapter (16 mb 3dfx Voodoo3 300D AGP) or monitor (Dell P780 Trinitron). Computer is a Dell Dimension XPS T600. Every time I reset the resolution in Display-Properties-Settings to a higher resolution it appears to reset but on reboot reverts to the old minimum resolution setting.
