"Fixing" their "broken" computer sounds like a good way to get canned.
I would assume the company has consciously blocked access to hotmail and e-bay.
The only thing I would try on a company computer
(assuming that Internet Exploder is the default browser and that it is borked)
is to use my own browser on a thumbdrive.

Since Internet Exploder leaves a record IN THE REGISTRY about where you surf,
it seems pretty dumb to use that PoS anyway.
If the DNS configuration *is* borked,
cache of http://en.wikipedia.org/wiki/Domain_Name_System#Broken_resolvers
I'd assume that was on purpose
and I wouldn't raise any red flags trying to "fix" it.
