windows will not update

when i try to update windows, it will not work. I dug deeper and found that i could type in certain "codes" in the START-RUN-TYPE area. "regsvr32mssip32.dll" is what i typed minus the quote marks, and it said that the library failed to load. other commands i entered loaded fine, just not this one. my guess is that is what is preventing me from updating. any suggestions what to do?
