It could be part of Norton's crapware; *I* think it's an alias for malware.

suggestion: As many things as are screwed up on this thing,
it's time to back up the data, wipe the HDD, and start fresh.
If my *infection* guess is correct, that componds the value of the suggestion;
you could keep messing with this thing till Doomsday
and STILL not get it right via the piecemeal approach.
I also suspect that you use Internet Explorer (I call it Internet Exploder).
If you stop that and get a 21st Century browser,

your browser will be FAR less likely to ASSIST in infecting itself
AND INFECTING THE WHOLE SYSTEM.
This advice goes for Outlook Express too.
