While it is theoretically possible to boot a modern PC wityh the right hardware via
a network connection that requries a special network card, not the common NIC found
on many motherboards.
In theory, it is also possible to install 98 on a different PC, then "clone" it over
a network to another PC. I think that the corporate version of Norton GHOST can
do that.
But, seriously, the easy solution is to get a CD drive. Plain CD drives are very
cheap (under $25). And, even DVD/CD writer drives are not much these days (many
under $50). Besides, you will need/want the CD drive for many other purposes.
