Wouldn't ANY version of the process require the OS stub in the NIC's hardware, 
no matter what?  As you point out, a totally blank Hdd can't do anything, not the 
least of its incapability being to log onto any network.

The COST of an old Netware-type NIC with hardware boot capability would be triple or more the cost of a CD-ROM drive, maybe quadruple, or perhaps worse than that (do we even know if anyone still makes/sells/uses those?)
