You didn't mention the network hardware you have installed but you could try d/ling 
this Universal network boot disk. If you have one of the nics it supports you can 
boot your pc from your floppy drv and try accessing the network share that has the 
windows install files and then download them to a directory on your hard drive. Of 
course, this assumes that you have already partitioned and formated your hdd using 
a W98 boot disk.
