M$ "fixed" it before they shipped it.
In M$ lingo, "fixed" means "maximized profits".

Heh. That's so quaint.
Expecting PAYWARE[1] to work in more than 1 language **without paying MORE**
is just so naive. Have you been doing a Rip van Winkle since ~1991?

Not "default" language--the ONLY language.
(We're not just talking about *fonts* here.)
How would M$ make any money if everyone could buy copies of Windoze in Asia
(at reduced prices) and just ship them back to one of the G8 countries?

The solution is marked "gratis" below.
...or if you want your payware to do as you wish, please insert another $60
(or whatever W98 is selling for these days on e-bay).
To prepare yourself for "The Intellectual Property Society" of the New Millenium,
you might start here:

The customer lock-in part is apt in your case.
Alternately, you could break the stranglehold that Microsoft has on you
and get a FREE (gratis
and libre)
operating system
--one that will support ANY language (well, almost)--still
gratis and libre.
[1] You'll fare no better with payware *content* like "zoned" movie DVDs.
