Your ONLY option for NON-DESTRUCTIVE repartitioning under Windoze is:
Scrape together the cash for a payware app.

Your options for NON-DESTRUCTIVE repartitioning of a FAT/FAT32 partition are:
Purchase Windoze-compatible payware.
    or
Find (pay?) someone else to do it.
    or
Learn how to use a bootable Linux CD.
