Reinstalling Win98 is never a good idea you're always better of doing a fresh install. 
The reason your getting this error is there are no startup files for the drive you 
are installing onto. Whether they are currupt or the drive has bad sectors it hard 
to know.

You best solution is get a bootable floppy with Format.com on it Bootdisk
. Once it boots up from the floppy just type in Format C: or what ever the 
drive letter is. This will tell you if you have bad sectors after its been format. 
Format.com is in the Windows\Command folder if its installed most of the files.

To do a fresh install you will need all your additional drivers for your hardware 
e.g. graphics card, sound card, printer, scanner etc
