Have you considered that the hardware is defective?

|I have loaded the drivers from Windows 98 SE CD.

If the win98 device driver is properly installed,
the device should "just work".
NOTE:  There should be only ONE device driver installed per device
(use of the plural form is not necessary).
You might describe the steps you took to "load" it.

The drivers on the M$ distribution disk are ~10 years old.
There is a good chance the manufacturer has issued an updated driver since then.
When installing a new device (and especially a *newly-purchased* device),
looking for that more recent version should be the first thing you do.
Even the disk that came with the device should be better than M$'s disk.

If a device driver installation doesn't work properly,
you should first assume there was a glitch in the process.
Via Device Manager, Remove the first attempt and try again.
