Well I don't know why you access DOS? The easiest method for Win98/ME is holding 
the Ctrl key down. The next method is tab the F8 key every second as the computer 
starts up.

As for accessing the BIOS you are better of doing a web search for your make and 
model. There are many key combinations for accessing the BIOS. The common one is 
the Delete key, then F1 or F2 and some use Ctrl+S.
