Well I don't know why you access DOS? The easiest method for Win98/ME is holding the Ctrl key down. The next method is tab the F8 key every second as the computer starts up. As for accessing the BIOS you are better of doing a web search for your make and model. There are many key combinations for accessing the BIOS.
