Because that is where SCANDISK/RESTORE is run--as you instructed. 8-|

Many computers put something up on your screen when it is starting
--something like **Press F2 to enter CMOS Setup**.[1]
Look for that and do what it says.
If you can't get a DOS prompt,
I'm betting the contents of your hard drive are completely hosed.
(You haven't yet said what you DO see and hear when you try to start.)
You can fart around looking at the detritus via DOS

but that sounds like wasted time.
...and, of course, you have everything backed up.
[1] Almost all the fools in forums call this "BIOS"--which it is NOT.
