I would have said that differently.
With 9x products (95,98,ME), the OPERATING SYSTEM is (16-bit) DOS.
"Windows" is a 32-bit GUI (Graphical User Interface)[1]
that rides on top of the OS as a series of TSRs (Terminate and Stay Resident tasks).
You can, in fact, do a startup with *only* DOS and start the GUI programs later
(by calling WIN.COM).
While under Windoze, you can also "shell out" to DOS
by invoking COMMAND.COM again
(usually done by clicking the DOS icon in the QuickLaunch part of the TaskBar)
which gives a subordinate environment.
(This is NOT True DOS(tm); all the bloat and limitations of Windoze still exist
--to include *no direct access to hardware*.)
[1] Microsoft has attempted to make it appear
that 9x is a fully-integrated 32-bit operating system,[2]
but that is simply smoke and mirrors to anyone vaguely aware.
[2] Prior to W95, you bought DOS and Windows seperately.
Shortly after the advent of W95,
Microsoft started to underplay the "DOS as a seperate product" notion
with the intention of killing off that product line.
