Msvcr71.dll is used by Microsoft Office version 2002 & 2003, but also by some non-Microsoft applications.

On my Win98SE system the file stamp is 12/19/2004 at 5:29 p.m. One other .dll file with the same date and time is msvcp71.dll. You might try checking to see if you have msvcp71.dll and if it matches the date and time for the copy of msvcr71.dll that you downloaded. If the date does not match, look for which program has the same date and time as your version of msvcp71.dll. (You can't match to msvcr71.dll because you inserted that yourself.)

On my system msvcr71.dll appears to be associated with AVG Free 7.5 which, though uninstalled, left behind an empty file folder and AVG Free Virus Vault.lnk with that date and time stamp. If you have installed and then uninstalled AVG, use the registry part of Ccleaner and see if remnants of AVG are still in the registry. If so, install AVG 7.5 Free again and see if that fixes the error message. If so, use task manager to be certain no part of AVG is running when you uninstall the program. It might be wise to uninstall while in safe mode.
