That DLL file is part of Visual Basic C Runtime library 7.1 and is included with
any program written in that particular programming language.
You may have several copies of it in various locations, in whatever directory the
program/s are installed in. Reinstall Pager if that's a problem, since adding a copy
in it's directory didn't help. As for Office only loading in Safe mode that doesn't
make any sense.
Had you recently uninstalled a program, before that error message started coming
up? It's possibly something still listed in your startups, that no longer exists
and was only partially removed. That includes malware.
Otherwise, to eliminate that message at startup, you need to eliminate the associated
program from startup. Uncheck everything loading at startup, leaving only necessary
apps, e.g. firewalls or AV programs.
