It sounds like the problem you are having is M$'s lousy USB support under Win98.
You haven't describe the **method** you are using to install the USB driver
--and especially whether or not
you Remove the previous attempt from Device Manager before trying again.
In addition, if it's just a crappy USB device driver you are trying to install
(because you misplaced the one that previously worked well)
a *generic/universal* USB device driver for Win98 has been discussed here before:

For those not paying attention:
He said the big problem with the reinstall was that he lost USB
so "sneakernet" (which he said he had been using) isn't an option any more.
...and ISO9660 (the filesystem on CDs)--even with extensions--doesn't support
filenames longer than 128 characters (ASCII) or 64 characters (Unicode)
--so, that _could_ be a limitation (typically, copying Favorites).
The simplest way to transfer files is to email them to yourself.
This is clumsy and could be complicated by a slow Internet connection speed.
It also exposes a Win9x box to the perils of the Internet.
The next easiest way (without getting any extra stuff) is (as Arminius said)
mounting the HDD as a slave in the box to receive the data.
Substituting it temporarily for the CD drive could avoid buying extra cables.
Another way is "Direct Cable Connection": (You may have to buy hardware.)
