DOS programs or Win 3.x-related stuff.
This hasn't been an issue for well over a decade.

DOS device drivers.
...and I haven't seen a DOS-based anti-malware app in a LONG time.
As stated, if you're not going to run DOS apps in a DOS box
and you don't have some specific task with a specific purpose that runs under DOS,
all of this is just wasted time at Startup.
If you're going to be running a real DOS app of any consequence
(e.g. a DOS game), just start in Real DOS(tm).
...and this all happens BEFORE Windoze loads,
so it's USELESS for any Windoze stuff.
Any settings useful to Windoze are in the Registry or in an *.INI file.
Any apps that are useful under Windoze have to be started AFTER Windoze loads
(unless someone here in 2009 can name a TSR he still runs).
