In 2004, the Federal government's computer security experts said
STOP USING INTERNET EXPLORER.
http://search.yahoo.com/search?p="any+browser+other+than+ie"+"+25+worst"...

Here's the actual advisory (the 2nd such on this topic, actually):
cache of http://www.kb.cert.org/vuls/id/713878
Note the HUGE number of exploitable holes.
M$ has no plans to remove the vulnerabilities; they see them as features.
...and forget about any more security patches to Win9x/IE6.

|I seemed to recall that
|I had shut-down problems on days that I was on the internet.

Your techniques are good (and better with a little bit of database behind them).
Makes me wonder what your vocation is.

|I do have Spyware Blaster installed.
|
Here's my opinion of SpywareBlaster & Internet Exploder
(especially any version of IE that will run under Win9x):
cache of http://www.annoyances.org/exec/forum/win98/1142663471

I don't allow Internet Exploder onto the 'Net.
Since 2002, I have specifically had IE in the *do not allow 'Net access* column
in the software firewall of my Windoze box.
I **ONLY** use IE to look at how BADLY it renders HTML pages I have edited
cache of http://www.webstandards.org/action/acid2
compared to other (more standards-compliant) browsers
cache of http://shane.rsbandb.com/tdb/page/4/?s=mage

For most folks, I recommend
cache of http://www.mozilla.com/firefox/all-older.html
(The most recent versions don't support Win9x--as you allude to below.)[1]

I actually use FF's big brother http://www.seamonkey-project.org
which is an online suite that also replaces Outbreaks in Excess
(the world's WORST email client / newsreader).
The suite's integrated HTML editor is handy as well.

Both of those are Free Software.

Another superior suite is
http://www.opera.com/download/index.dml?platform=windows.
(This one is freeware--gratis, but not libre.)

|Under "Tools", there is a 'Flash Killer" I had checked
|to stop the annoying animated flash content.
|
Mozilla browsers[2] have extensions that are ***essential*** IMO.
Here in 2009, FlashBlock, AdBlock, and NoScript are mandatory for browsing
--especially if you are running a M$ OS.
Modern browsers also have an integral pop-up blocker
as well as tabbed browsing--which I guarantee you will LOVE.

|Supposedly, web pages can show up faster by reducing this flash content.
|
Wow are you WAY behind the curve.
Yes, the more useless crap you block, the better your online experience is.
System security improves as well (again, especially with a M$ OS).
For starters, note the items I listed above, then take a peek at
cache of http://greasemonkey.mozdev.org/index2.html
and http://google.com/search?q=inurl:userscripts.org/scripts/show.
(Getting back wasted screen space is yet another advantage of crap-blocking.)

|So, I tried un-checking the flash killer box.
|Now, after using IE6, the puter shuts down OK.
|
If you see them as a potential source of problems,
reinstall both the "security" app and the M$ browser
--assuming you ignore my BEST advice.
You already have my primary recommendation in bold type.

|[...]So,...I guess I'll put up with the stupid animations, or
|
Bending over and taking it is *so* 1999.
See "AdBlock" (above). Opera has one of these as well.

You also need to stop thinking that M$ is the only producer of software.
...and again, the *annoyances* are the least of it
--SECURITY when online is a bigger issue.

|[...]Unfortunately some programs (for win98) aren't supported anymore
|
Yup. If an OS's own vendor doesn't support it, why should app vendors?
cache of http://www.msfn.org/board/index.php?showtopic=105936

On the flip-side of the coin are the Linux repositories
which don't contain crippleware or crapware or infectionware.
Debian Linux 5 was just released and has beaucoup Free Software apps:[3][4]
http://google.com/search?q=Debian.Linux+repository+22000.packages

...and the way that Linux Package Managers find, download, install, and update apps
blows the minds of former Windoze users.
The way those handle dependencies just boggles their minds (no more "DLL Hell").

|...like Spybot S&D.
|
Pasted-on "security" is a joke.
Security has to be designed in at the core of an OS.
MSFT has **never** gotten this.

OTOH, the UNIX model of security has been around since 1969.
ALL OSes (except those from M$) now follow the UNIX model.
(Apple was the last big holdout;
OS X, which was first available in 2001, is now a *certified* UNIX.)

The most popular FREE Unix-like OS
that runs on standard x86 hardware[5] is Linux.
It has been around since 1991.
You can boot to a "LiveCD" and do a test drive of Linux **without installing it**
(and Linux COMES with a scad of actual application programs--all still FREE).
Beyond gratis, these folks will even pay the postage:
cache of https://shipit.kubuntu.org
(NOTE:  This muscular variant of Linux requires at least 256MB of RAM;
there are MANY versions of Linux--including a bunch of slimmer ones.)

|[...]Gotta say MS site is frustrating at times to navigate and find stuff.
|
Again: Any site that **requires** Internet Exploder (ActiveX),
is a site to be AVOIDED.
ActiveX is one of the major infection vectors for Windoze boxes
...and *selectively* turning off ActiveX is NOT POSSIBLE. >8-|

WRT Win98SE, it is simple to avoid microsoft.com:
http://www.annoyances.org/exec/forum/win98/1153848355
Scroll down that page
and note that it is a sizeable download if you are bandwidth-challenged
--but you should be able to eschew microsoft.com from that point on WRT files.

[1] This extension to Windoze
can get Firefox 3 and OpenOffice 3 working under Win9x:
cache of http://x86.neostrada.pl/KernelEx
Caveat: Many people despise FF3's "AwesomeBar".

...and the Win9x-compatible version of SeaMonkey
continues to be under active support/development.

[2] SeaMonkey was Mozilla's original project--then called The Mozilla Suite.
They have since turned over the suite to an active team of independent developers
who reuse/swap ideas from/with the Firefox team.

[3] NOT just freeware--Free Software is gratis AND libre.
A software vendor can't suddenly decide that a Free Software app is now obsolete
and make it unavailable; no stupid End User Licence Agreements either.

[4] ...and many Free Software apps have a port that runs under Windoze
so you can get your feet wet before taking the big plunge into Linux
cache of http://process-history.co.uk/osswin.htm

[5] ...not to mention over a dozen other hardware architectures.
