Something else that often works
(and doesn't present the danger of having the head bang into the media surface)
is to do a "warm boot" after the cold boot fails.

If the shaft isn't completely stuck but is just sluggish
and the rotational speed of the platters isn't quite enough at the end of POST,
sometimes just a few extra seconds does the trick.
Doing the 3-finger salute at that point (Ctrl-Alt-Del) *can* make the difference.
