Including EXACT error messages in your post is useful.

Do you ever see a DOS prompt?
What did you do then?

If you hear a single beep shortly after you start the computer,
the computer HAS booted and hasn't "stopped working completely".
|it started back up by moving the battery jumper for ten seconds

You cleared the CMOS Settings.
|and it started booting,
|
See "beep" (above).
I assume you mean "it now allowed spinning up the removable-media drives".
|but it can't load windows now,

That is DIFFERENT from "doesn't boot".
|so how can I get the driver,

EXACT error messages are useful.
Both DOS and Windoze come with support for hard drives. (See 1st above.)
See "What did you do then?" (above).
If the device driver of a device not contained in the kernel
is stalling Windows' loading, that should identify itself:

|Seagate says it's not their device failure,

EXACT details of that conversation might be useful.
See also "What did you do then?" (above).
It sounds like you are barking up the wrong tree.
EXACT details of what you see and hear
and WHEN you see and hear that would be useful.
