A core element of Windoze is broken.
Yes, you need the installation files.

Windoze is payware.  To pretend it is something else is naive.
To try to get Microsoft products without paying for them
is also against the rules of this site.

NOTE: I no longer advise people to give money for ones and zeros.
The Free Software world has 99% of the stuff that 99% of people need.
It is completely legitmate and is more modern and more secure than Win98.

I especially advise against giving money for 11-year-old software
that hasn't been supported by its producer for over 3 years (no security updates).
For a comparison of what the ancient M$ junk *would* cost on the grey market,
you can find "Miscellaneous" and click "windows 98" here:

Unless your needs are VERY specific
(a boss or a client needs you to run a SPECIFIC Windoze-only program)[1],
I advise getting a MODERN Free Software operating system
(which also comes with all the apps that normal people need:
browser, email client, office software, media player, a Photoshop-like package...).

This one will even run on ancient W98-era hardware[2]:

Here is another Free Software operating system (OS):

It is a bit less muscular but will run on even-less-powerful hardware.

Either of those will also run from the CD (no installation needed for a test drive).

A friend who has a working computer with a working CD burner will come in handy.


[1] Almost all W98-era apps will run under Linux (using something called WINE);
you don't need Microsoft products at all.

[2] It is unlikely any supported M$ OS will run on your old hardware
...and as I said, paying for ones and zeros (e.g. a later version of Windoze)
is an outdated notion anyway.
