The system seems to be trying to call (i.e. load) a .VXD file that isn't there.
The solution is probably to install the software (which includes all .vxd files that
the device needs) before plugging in the hardware device.
The device probably came with a CD containing the software the device needs. Try
installing the software (i.e. run the program SETUP.EXE on the CD) before attaching
the USB device. Make sure you install the software intended for Windows 98 - these
CD's sometimes include software for other versions of Windows too.
Sometimes the software is available as a download from the device manufacturer's
website, in case you don't have the CD.
