I suspect that the hard drive is telling you it is taking its last breaths.
I advise that you run SCANDISK[1] from (Real) DOS.
I suggest you do that using the /SURFACE parameter.
This will take a *long* time, but it will
1) tell you the condition of that platter
2) mark any bad sectors and not allow any further attempts to use those.
To get this drive to sit up and bark one last time,
it may require something like Steve Gibson's SpinRite utility.
That doesn't come cheap.
There are (FREE) Open Source Software apps that can recover the contents of a drive.

I'm pretty sure even that specialist version of Ubuntu
will require more RAM than an ancient box will have,
so mounting the drive in another box seems a likely step.

The difference between Windoze's Safe Mode and Normal Mode is *device drivers*.
You could try to get/use a backup of those:
SCANDISK /RESTORE
Again, you want to do that from (Real) DOS.

This will be my 2nd time in a week remarking how M$'s backwards-compatibility
(once M$'s big strength) has become crap.
In this regard,
Open Source Software is actually making an effort (not quite there yet)
while M$ says "Drop dead suckers".
