For anyone who chances across this thread, the following information might be
helpful.
The program recommended by user JCCheiffy in this thread is not available any
longer on the link he mentions. In any case, it appears to be a Windows XP program,
and therefore would not run under Windows 98.
The typical solution to the problems which dog Micro$oft's Windows Picture and
Fax Viewer for Windows 98 is to uninstall it, because fixing the problems it suffers
from is not worth the effort. Instead, install the image viewer IrfanView, which
runs fine on Windows 98/ME (I use IrfanView v3.98 on Win98SE), available from http://www.irfanview.com
It comes with a mind-bogglingly large number of plugins, each of which supports
a different image file format. Some of these will even play audio files (e.g. mp3's) or video
files (e.g. AVI video).
IrfanView is available without charge; but optionally you might like to make a
voluntary donation of $10.
