On the separate question of how to make a Windows XP application (such as Micro$oft's
Picture and Fax Viewer) work in Windows 98, there are two approaches.
On the one hand, some WinXP software can be enticed to run in Win9x by installing
the Microsoft Layer for Unicode. This is a single .dll file named UNICOWS.DLL that
supplies certain Unicode functions not included in Win9x. The only requirement is
that it must be copied to the directory in which the WinXP program in question resides
(as it can't supply system-wide Unicode support). You end up with a lot of copies
of UNICOWS.DLL but at least there are no Registry entries or other settings to complicate
matters.

On the other hand, some WinXP software can only be induced to run on a Win9x system
if you install KernelEx on the Windows 9x system, which replaces KERNEL32.DLL (the
living heart of Windows 98!) with a new version of that file which includes support
for some routines ("function calls") needed by WinXP, that Win9x doesn't ordinarily
have.
