A required .DLL file was not found

Whenever I start windows 98 I get a message that reads "A required .DLL file, PNCRT.DLL was not found". Not only do I not know what is causing this to happen, but I also don't even know what a .DLL file is. I have deleted programs recently (too many to count) to free up memory because I was getting "illegal operations" messages whenever I opened or closed a prog. However, my computer is a little dusty and I wonder if there is some inexpensive way to clean the inside components safely. I am wondering if someone could tell me what this error message means, and possibly how I can fix it. I am thisclose to throwing my computer out the window :(
