you can try extracting a new copy of pncrt.dll.
to extract a new copy of the file you will need your win98 cd.
1) click start > run > and type: sfc
2) in the box that pops up, choose the second option to extract one file.
3) in the white box that just became available, type: pncrt.dll then click the start
button...i believe its start.
4) in the new box that just popped up, there are two white boxes. the first is
the source...click browse and then browse to the Win98 folder on your Win98 cd.
click ok. the box should now say something like d:\win98...replace d: with the actual
drive letter of your cdrom.
5) in the destination window, it may already say c:\windows\system...if not, type
it in...assuming "windows" is the location of your windows installation...it is by
default. click ok.
6) it may prompt you to back up the existing file or create a backup folder...if
it does, say yes.
7) did it give successful confirmation of the extraction? if so, go ahead and close
down the sfc utility.
8) reboot the machine and look for the error.

the resolution may or may not apply in your case.
to clean out your case, i would suggest a can of compressed air. if you have a Costco
in your area they generally have a good deal on it. 3 cans for the price of one
in a regular store. if not, hit your local electronics shop and tell them that you
want some compressed air to blow out the dust that has accumulated in your pc. they
should be able to fix you up.
when you open your pc to blow out the dust, DO NOT TOUCH THE ELECTRONICS...unless
you are properly grounded. static electricity (a shock so small you may not feel
it) will ruin electronic components. follow the instructions on the can for blowing
out the dust.

also, there are better uses for old PCs than busted lawn ornaments...foot rests,
litter boxes, the venerable door stop to name a few...any creative thinkers out there?...your
not in a high-rise are you?
